ABSTRACT
The research objectives were 1) to study situations and lessons of cultural
council implementations and 2) to analyze related factors of cultural council
implementations. Quantitative research methodology, samples were 763 cultural
councils. Data collected by questionnaires was reliable and analyzed by descriptive
statistics (percentage, central tendency, deviation) and inference statistics (multiple
regressions). Qualitative research methodology, applied field study by focus group
interview, documentary analysis and non-participatory observation. 6 provinces in 6
regions (Phrae, Loi, Pra Nakorn Sri Ayuthaya, Chacherngsao, Kanchana Buri, and Krabi)
were purposive sampling. Data analyzed by content analysis.
Themain findings were:
1. Situations and lessons of cultural council implementations were: 1) cultural
council regulations were widely implemented, 2) members of cultural councils were
3-4 representatives from government organizations, nongovernment organizations,
community organizations, business organizations, and academic organizations, 3) the
majority of cultural council directors were male, 40-60 years old, bachelor’s degree,
were businessmen, over 20 years resident, 2-4 years in this position, and a politician
4) cultural council directors generally showed great attitude and capability,
5) cultural council were generally well-administered, 6) in the last year there was a
meeting of cultural council administrations, 50-79% of members were present,
provincial cultural office created agendas and implemented, the most important
problemwas the budget, in the last year there was ameeting of cultural council, 50-
79% of members were present, the most important problem was the budget.
7) cultural council meetings were generally productive/high quality, 8) cultural
council implementation was generally only “average”, 9) cultural council
development was not fast enough to be called “good”, 10) provincial cultural fund
was low, 11) cultural council implementations’ support was only “average”,
12) cultural council situations and lessons were “average”, and 13) cultural council
achievements were only “average”.
