There were many policies concerning economy, income, religious, arts, culture, life-secure and
society, foreign and international economy. These would increase the budget of the Ministry of
Culturemuchmore.
3.5 The cultural strategy should be reviewed and developed to the national levels
which there were many more concerned local organizations cooperation including the interested
people.
3.6 Theministry of Culture should be themain organization to set the budget of the
cultural tasks for every organization. This ministry should be the center of cultural plans integration
for all the concernedministries but in details would be separated to eachministry. These would be
coordination inworking and assessment in order to participatory culture development.
3.7 The ministry of culture should coordinate the central agencies that were
responsible for the provincial agencies by conducting workshops for policy cooperation and
subsidizing their cultural tasks properly as their requirements effectively. These would also be
solutions among their connecting and tomeet the local needs.
3.8 Personnel and quality of cultural tasks should accelerate pushedto serve the
local solutions and their needs. These would help to increase their budget and personnel frame,
while the number of personnel at the Ampere level was not enoughwhen compare to the quantity
of cultural tasks nor their knowledge of culture.
3.9 Cultural networks strengthening should be accelerate established, such as
cultural council network, artists, village technicians, village scholars, villagers, media, priests,
educators, local administration organizations and etc. by development and transferring academic
content and local culture administration to the concerned people to enable them organize the
local culture by themselves.
