Abstract
This study of government cultural budgeting in 2011 was aimed to study the cultural-tasks
budgeting of the government agencies in the year 2011 and suggestions proposing to their budgeting
improvements. The survey was conducted by integrated qualitative methods and documentary
analyses. Interview and observation were employed for the field data collection. The quantitative
method was conducted to study the budgeting situation and suggestions for its improvement. The
population was 30 central agencies and 76 provincial agencies. The sample size was 21 provinces.
The data was collected from 102 of those who were chairmen and officers from 51 agencies.
Frequency statistics and percentage statistics were used to analyze for conclusion.
The study found that
1.In the 2011 budgeting year, therewere 30 agencies who
received budget as the 2011 Expenditure Budget Act. There were 11 agencies who received budget
for the cultural tasks as following;
1.1 The government distributed the 2011 expenditure budget to 30 agencies. The
total budget was 2,070,000,000,000 baht. The first 5 highest received the budget were ministry of
Education, main-office budget, ministry of Interior, ministry of Finance and ministry of Defense. The
5 lowest received the budget were ministry of Industry, ministry of Culture, ministry of Information
Technology and Communication, Thai Red-cross council and ministry of Power. The ministry of
Culture who was the main organization for cultural responsibility received at the 27
th
order which
was 0.25 percent of the total national budget.
1.2 The government subsidized 5,944,519,100 baht to the cultural agencies which
was 0.29 percent of the 2011 Expenditure Budget. The 11 agencies who received the budget from
the highest to the lowest budget were; the ministry of Culture, the National Buddhism office, the
non-Prime Minister offices, the ministries or government departments, foundations and sparing-
budget, the ministry of Education, the ministry of Commerce, the ministry of Tourism and Sports,
theministry of Interior, the office of Prime Minister, theministry of Defense, theministry of Industry
and theministry of Justice.
1.3 The year 2011, the government subsidized an average of 18,119,665 baht to 167
cultural projects of 21 provinces. They also received the budget for cultural tasks from the ministry
of Culture and the provincial development budget at the average of 26.51 and 26.58 percent
respectively which a half of them had received from both sources and another half, they received
