from the provincial administration organizations of each province at the average of 46.91 percent that
was a half of cultural budget of each province received.
2.The obstacles, problems and their need for budgeting of the provincial cultural agencies
occurred in the forms of; 1) budget distribution was inadequate 2) the provincial agencies were
informed about the budgeting lately, so this made the operational system inefficiently 3) the
computers used in most agencies were too old and not enough for their tasks 4) some activities and
projects were not accordance to the local and community needs. 5) the cultural agency personnel
emphasized less on budgeting management 6) they lacked of good integrated coordination at the
provincial level7) the personnel lacked of good understanding on their own duty and 8) some parts
of cultural tasks were only forms of it rather than valuable-core culture.
3. Suggestions for policymaking setting and distributing the cultural budget
to the government agencies and the cultural networks were as following;
3.1 The strategic-plan framework should be made by departments of the ministry of
Culture in both the existing plan and the same plan of other ministries, who received the cultural-
tasks budget such as the industrial-economy reconstruction plan of the ministry of Commerce, the
learning society with economy and Thai wisdom plan of the ministry of Education, King Protection
Value-creation Plan and the Nation People Unity Promotion Plan of the ministry of Defense, the
ministry of Interior and the ministry of Justice in order to be able to increase their budget and to
work on the culturemorewildly.
3.2 The annual budgeting for cultural plan framework should cover the new
dimension and integrating of creative cultural strategy or more creative economy by the local
cultural heritage and the nation’s as important base to new creation. The valuable and interesting
art should also use as a tool to new creation and presentation to both internally and externally
through all kinds of media system such as websites, movies, printings, radio, television, fairs and
cultural performances etc.
3.3 The whole cultural budget should be set-up into the central parts and the
provincial parts independently through the policy-coordination with various organizations. There
should also be a memorandum of understanding (MOU) among all concerned sectors as well as
setting of organizing committee to run on it.
3.4 Provinces and province-groups should propose the cultural-tasks budget as the
requirement of the local in coordination to the government policy.
