Nakhonnayok Cultural Office. (2009). The Research Study of Partcipation of Cultural
Networks and a Community in Cultural Management : A Case Study Tranmission of the
liturgy “Soukhuankhao” in Khaopra Subdistrict, Nakhonnayok Province.

The purposes of this study were 1) To promote a participation process of The
Office of Provincial Culture , A Cultural Council of Nakhonnayok Province and A Local
Cultural Management Community. 2) To promote participation between The Office of
Provincial Culture and The Cultural Council of Nakhonnayok Province. 3)To study the
role and influence of a local liturgy “ Soukhuankhao” ( A folk wisdom ceremony to boost
rice product) in Khaopra Subdistrict, Muang Nakhonnayok District, Nakhonnayok
Province. 4) To restore local knowledge of a liturgy “ Soukhuankhao” in Khaopra
Subdistrict, Muang Nakhonnayok District, Nakhonnayok Province , both in the liturgy
itself, says - Knowledge about liturgists and local artisans; for instance, “ Buy Sri ”
making ( An object used in the liturgy “ Soukhuankhao” mainly made from bamboo
leaves). The subjects were 5 Cultural Administration Committee staffs, 2 community
leaders, 5 students and teachers, 2 liturgists, a chief of Khaopra Subdistrict
Administration Organization, and 3 local residents. The data was collected by
participational observation, public forum, interview, and relevant documents. The data
was analyzed by Group Discussion and Analyzed Description.
The results of this study revealed that :

and The Cultural Council of Khaopra Subdistrict took part in administration and
management of local cultures by establishing cultural networks in local community. In
addition, they allowed the local community to take part as the owner of cultures, such as
having an opportunity to exchange ideas, to take part in planning, to do decision making,
and to be responsible in all cultural activities in the local community. From the success of
their performance, The Office of Provincial Culture, The Cultural Council of
Nakhonnayok Province and The Cultural Council of Khaopra Subdistrict acquired a
good reputation from all cultural networks, and people in the community. And they also
improved potentialities of efficient co- operation among local residents.
2. Using the liturgy “ Soukhuankhao” as a medium of participation among local
cultural networks and community caused some positive changes as the followings:
2.1. Local residents had more tightly relations, elders earned more attention,
schools in the community took more part in local activities.
2.2. Having more networks- the outcome of making the liturgy “
Soukhuankhao” of The Cultural Council of Khaopra Subdistrict inspired various groups
of people both in the local community and in another community to form more working
networks, the local residents included students, elders, handicraft groups and people in
another community included The Cultural Council of Sarika Subdistrict, local folk
wisdom groups of Koh Wai Subdistrict, who had taken part to observe and exchanged
knowledge and ideas to restore local liturgies.
2.3. Knowledge Restoration - In the past, There were various local liturgies
in Khaopra Subdistrict; for instance, “ Buy Sri Soo Khaun” ( Boosting residents’ morale
ceremony), “ Soo Khaun Wua or Khuai” ( Boosting ox or buffalo’s morale ceremony),
